Based on the detailed survey results, the level of preparedness for climate change risks and impacts vary considerably across the Region. Compliance was very high, whereas risk identification and assessment was the weakest area across the board.

Due to the lack of an adaptation plan or strategy in a majority of Councils, it was difficult to demonstrate a robust or complete response to climate change.
